"Unable to Activate" or "Activation Server Unavailable" After Restoring an iPhone: Fixes

After an IPSW restore, the iPhone can get stuck on activation messages. Here is what each message means and how to complete activation, step by step.

You restored your iPhone with an IPSW file, the progress bar finished, and then the iPhone shows "Unable to activate", "Your iPhone could not be activated because the activation server is temporarily unavailable" or "Activation required". Do not panic: in most cases, activation completes after a few simple steps.

What activation is

After every restore, the iPhone contacts Apple's activation servers to confirm three things: that the iPhone is a genuine device, that it is not locked to someone else's account (Activation Lock), and, for carrier-locked models, which SIM cards it may use. Without this confirmation, the iPhone cannot be set up.

Identify your message

MessageMeaning
Activation server temporarily unavailableThe iPhone cannot reach Apple, or Apple's servers are busy.
Unable to activate / Activation requiredThe request failed: network, SIM or server issue.
SIM not valid / SIM not supportedThe iPhone is carrier-locked, or the SIM is faulty.
iPhone Locked to OwnerActivation Lock: the Apple Account of the owner is required.

1. Wait a few minutes and try again

Right after major releases (such as iOS 27 or iOS 27.0.1), activation servers can be overloaded. Wait 10 to 30 minutes, then tap Try Again. Check Apple System Status for "iOS Device Activation".

2. Use a different Wi-Fi network

  • Choose a Wi-Fi network without a login page (hotel and office networks often block activation).
  • Try your phone's hotspot from another device.
  • Disable VPN or filtering on the router if possible.

3. Insert a SIM card

Some iPhones, especially carrier-locked ones, need a SIM card to activate. Insert an active SIM from the carrier the iPhone is locked to, or any SIM if it is unlocked. If you get "SIM not supported", see SIM Not Supported.

4. Activate with a computer

A computer often succeeds when the iPhone alone fails:

On a Mac with macOS Catalina or later, use Finder: your iPhone appears in the sidebar. On Windows 10 or 11, install the free Apple Devices app from the Microsoft Store. iTunes still works on older Windows versions and on macOS Mojave or earlier.

  1. Connect the iPhone, open Finder or the Apple Devices app.
  2. Wait: the computer detects the iPhone and tries to activate it.
  3. If it shows "Activation Lock", enter the owner's Apple Account.
  4. When it says the iPhone is activated, continue setup on the iPhone.

5. Restart and restore again

If activation still fails, restart the iPhone. If needed, restore again with the latest signed IPSW: an interrupted or incorrect restore can cause activation problems.

6. Check the date and time on the computer

A wrong date on the computer can break the secure connection to Apple during activation. Set it to automatic.

"iPhone Locked to Owner": Activation Lock

This is not a bug. The iPhone was protected by Find My before the restore. Enter the Apple Account email and password that were signed in, or the previous device passcode if the option is offered. If it is a second-hand iPhone, the previous owner must remove it from their account at icloud.com/find. Full guide: iPhone Activation Lock: the legitimate way.

Activation fails on every network and computer

If none of the steps work, and especially if the IMEI or modem firmware is missing in Settings > General > About (when you can reach it), the iPhone may have a modem (baseband) fault. iPhones with a damaged modem cannot activate on recent iOS versions. This requires board-level repair. Contact Apple Support at getsupport.apple.com or a qualified repair center.

Prevention tips for technicians

  • Restore with a stable, unrestricted internet connection.
  • Keep a SIM card of the right carrier at hand for locked iPhones.
  • Ask the customer to turn off Find My (or be present to sign in) before starting a restore.
  • Check the IMEI and carrier lock before any restore: checklist.
