tvOS 13.0 (build 17J586) is an official Apple over-the-air update for the Apple TV 4 (2015), released on 2019-09-24T17:13:34Z. The update package is 911.29 MB. This is a delta (partial) update that requires 12.4.1 to already be installed on the device - it cannot be applied from scratch. This update is no longer signed by Apple, meaning it can no longer be downloaded and applied on-device through Settings.
